The Directorate of Cadastral Affairs in Idlib, operating under the Syrian Salvation Government (SSG) since 2018, manages land and property records primarily in the Idlib Governorate and parts of the Aleppo Governorate.

Despite the Syrian regime’s recapture of some areas, the directorate successfully transferred crucial real estate archives from these locations to Idlib city, continuing to serve the displaced residents. Maintaining the pre-2011 land registry system (Law No. 188 of 1926), the directorate differs from government-run counterparts by not issuing financial clearances, attributed to the lack of electronic connectivity with governmental financial departments. Notably, all real estate transactions in this region require security approval from the Office of Studies. The directorate’s income from service fees supports modest employee salaries and operates despite Damascus’s non-recognition of its procedures, given its control of original land registries. It remains a pivotal institution for property transfers, handling thousands annually, and serves as the primary choice for residents in both opposition-held and regime-controlled areas due to its custody of the original land registries.

The directorate was dissolved as an independent entity after the fall of the Syrian regime in December 2024.
