On April 14, Idlib attorney general Ziad Al-Sharifeh told the pro-regime newspaper Al-Watan that real estate cases there are on hold due to the governorate’s lack of complete records. He urged officials to open a Supplementary Land Registry, noting that if the government were to regain complete control over Idlib, then that registry could be audited and transferred to the main land registry.

Over the past several months, cautionary seizures have been placed on dozens of properties belonging to people accused of smuggling in rural western Damascus. On April 15, pro-regime newspaper Al-Watan reported that the Syrian Democratic Forces (SDF) had taken over a building complex in the majority-Arab Al-Ghweiran neighbourhood in the southern part of the city of Hassakeh. The newspaper accused the SDF of expelling residents of the building complex so that they could expand a nearby US military base.

The majority-Kurdish People’s Protection Units (YPG) are preventing displaced residents from returning to the village of Kafr Naya in northern rural Aleppo governorate five years after capturing the village. Residents have been unable to return to their houses and farmland, some of which the YPG has reportedly handed out to its loyalists, members and leaders’ families. Remaining properties in the village were converted into military training sites, as well as offices for the Kurdish Democratic Union Party (PYD).
